U.S. House passes Ocean Observation Act

"The U.S. House passed HR 2342, 'National Integrated Coastal and Ocean Observation Act of 2008.' The Act would create an Integrated Ocean Observing System (IOOS) to monitor and forecast coastal conditions, and provide that information in forms that are accessible and understandable by the people who depend on that information for their livelihood and enjoyment.

"The Act:

  • Provides oversight of IOOS by the National Ocean Research Leadership Council oversight for IOOS and directs the Interagency Working Group to establish policies and standards
  • Establishes NOAA as the lead agency for IOOS and includes interagency financing mechanisms
  • Creates a System Advisory Committee for the Interagency Working Group (IWG)
  • Mandates the development of a public/private use policy within six months of passage, an independent cost estimate to be done with NOAA and NSF, and biennial reports to Congress.

"The legislation has been sent to the Senate for their deliberation."
